These terms are the conditions for using Pabal (Pabal.me, "the service"), the messenger provided by Levelupsoft Inc. ("the operator"), and the Pabal apps. By signing up, or by accepting the terms in the app, you accept these terms and the Privacy Policy. This is a translation of the Korean terms; if the two differ, the Korean text applies.
When these terms apply, and changes
- These terms apply from 2026-09-23.
- Changes are announced on this page and in the app 7 days before they take effect (30 days for changes to your disadvantage), and the app asks you to accept the new terms. If you do not agree, you can stop using the service and delete your account.
Your account
- You sign up with your own phone number, and a sign-in code confirms that the number is yours.
- You must be at least 14 years old to sign up.
- You are responsible for your account and the devices signed in to it. If you find someone else using your account, sign that device out under Settings → Devices in the app, or tell Support.
- Names and usernames may not impersonate other people or the operator, and usernames the service keeps for itself cannot be taken.
App licence (end-user licence agreement)
- The operator grants you a non-exclusive, non-transferable right to use the Pabal apps for your own purposes on devices you own or control, as far as the rules of the store you got the app from (the App Store, Google Play and so on) allow.
- This licence is an agreement between the operator and you, not with Apple or Google. The operator, not Apple or Google, is responsible for the apps and their content.
- The operator alone provides maintenance and support for the apps; Apple and Google have no obligation to do so.
- If an app fails to conform to any warranty required by law, a user who got it from the App Store may tell Apple, and Apple may refund the price paid (Pabal is free). Apple has no other warranty obligation for the apps.
- Claims relating to the apps — product liability, failure to meet legal or regulatory requirements, consumer protection, privacy, or third-party intellectual property rights — are the operator's to handle, not Apple's.
- You confirm that you are not in a country subject to a U.S. Government embargo, and that you are not on any U.S. Government list of prohibited or restricted parties.
- Apple and its subsidiaries are third-party beneficiaries of this licence, and once you accept these terms Apple has the right to enforce this licence against you.
- The Pabal apps are built on the Telegram apps, which are published under the GNU General Public License (GPL). For the apps' source code, the rights the GPL gives you prevail over these terms, and nothing here limits them. You can ask for the apps' source code at halo@levelupsoft.com.
What is not allowed — zero tolerance
Pabal does not tolerate the content and conduct below. Content can be removed and accounts suspended without warning the first time it is found. Bots follow the same rules.
- Illegal content, and content that helps or encourages illegal acts
- Any content that sexually exploits or abuses children — removed as soon as it is found and reported to the authorities
- Harassment, bullying, threats, stalking, and spreading other people's personal information without their consent
- Hate speech and incitement to discrimination on grounds such as race, ethnicity, nationality, religion, sex, sexual orientation or disability
- Pornography and sexually explicit content, and intimate images or videos taken or shared without consent
- Content that incites or glorifies violence or terrorism, or encourages self-harm
- Spam, scams, phishing, malware, and unwanted advertising sent in bulk
- Impersonating another person, an organization or the operator
- Infringing other people's copyright, trademarks or other rights
- Trading drugs, weapons or other illegal goods
- Attacking the service, sending excessive automated requests, or getting into other users' accounts
Reporting, and what happens next
- In the app, press and hold the message (right-click on a computer), choose Report and pick a reason. A user or a whole group can be reported from the menu on their profile. Support shows how, step by step.
- Outside the app, report to halo@levelupsoft.com or to @PabalSupport in the app.
- Reports are read by the operator. They are reviewed within 24 hours: content that breaks the rules is removed, and the account that posted it is suspended or removed.
- The person reported is never told who reported them.
- You can block anyone at any time. Once you block someone, the messages they send are not delivered to you.
Restrictions and suspension
- If you break these terms, the operator may remove the content concerned and restrict, suspend or remove the account. Where possible, you are told why.
- If you disagree with a decision, write to halo@levelupsoft.com; it is reviewed again and you get an answer.
- You can delete your account and stop using the service at any time.
Your content
- The messages, photos and files you send remain yours.
- You give the operator the right to handle that content as far as needed to provide the service — to store it, deliver it to its recipients and show it in the apps. The operator does not use your content for advertising and does not sell it.
- You are responsible for the content you send.
Changes to the service, and ending it
- The service is free. The operator may change its features or pause it briefly for maintenance.
- If the service is to end, this is announced on this page and in the app at least 30 days in advance.
Liability
- The operator works to keep the service running reliably, but does not guarantee that it runs without interruptions or errors.
- Unless the operator acted intentionally or with gross negligence, the operator is not liable for content users post, disputes between users, or damage caused by users' own devices or connections. Where the law sets the operator's liability, the law applies.
Relationship with Telegram
Pabal is an independent service compatible with the Telegram protocol (MTProto). It is not affiliated with or endorsed by Telegram, and Telegram accounts and chats have nothing to do with Pabal.
Governing law and disputes
These terms are governed by the laws of the Republic of Korea. Disputes about using the service are first to be settled through Support; where a lawsuit is needed, it is heard by the court that has jurisdiction under the Korean Civil Procedure Act.
